Paid-to click sites are popular because they do not really require something special other than pointing your mouse at an ad and clicking on it. There are hundreds if not thousands of paid to click sites out there but the legitimate ones that I know of are the following:
Neobux
4 standard ads in a day with up to 3 mini-exposure ads. Each click is worth $ 0.01. Cashouts are instant through Paypal and start at $ 2, $ 3, $6 and so on.

This is another paying paid to click site. The first cashout is at $2. You get 4-5 ads a day to click on.

UPDATE FOR EU-BUX (from Legit to SCAM):
For months, the site cannot be accessed. It was apparently being put up for sale. The shocking news is, it is now selling email and confirmed PayPal addresses for $9. It further claims that the site has 90,000 addresses in its data base. Beware, if you had registered before with the site and got paid. The site is now selling your email and Paypal address!!
PTC sites are not viable means to earn money unless you rent or buy referrals. It will take at least 2 months before you can earn $2. If you have nothing else to do, it is something to pass the time away while earning cents. Be very careful though in signing up with any PTC site, especially new ones. EU-Bux is one good example. There are plenty of other sites that have turned into scam.
